The Nevis Gaming License Is the Caribbean’s New Fast Track Into Global iGaming

The global online gambling market surpassed US$95 billion in 2024 and is projected to reach US$257 billion by 2034. If you want a piece of that growth, you need a license. The question is which one.

Nevis, the smaller island in the Federation of Saint Kitts and Nevis, introduced a modern iGaming framework in April 2025 that has quickly positioned it as a serious alternative to Malta, Curaçao, and the Isle of Man.

The Nevis Online Gaming Ordinance 2025 took effect on May 1, 2025, establishing the Nevis Online Gaming Authority (NOGA) as the sole regulatory body for internet gaming.

Premier Mark Brantley framed the legislation as an economic diversification strategy. During the Assembly debate, he stated that Nevis is “not here seeking to reinvent the wheel” but rather positioning the island “in an already existing global marketplace” in a way that “protects our people, protects the vulnerable, and does not expose our jurisdiction to any of the downside risks.”

The result is a licensing regime built on international compliance standards while keeping costs low and timelines short.

What Is an Online Gaming License and Why Does It Matter

An online gaming license is a legal authorization from a government body permitting you to operate gambling services over the internet. Without one, you cannot legally accept wagers, process payments through reputable providers, or partner with established software suppliers.

The license signals to players, banks, and business partners that your operation meets regulatory standards for anti-money laundering (AML), know-your-customer (KYC) verification, responsible gaming, and fair play. It opens doors to payment processors, game studios, and advertising networks that will not work with unlicensed operators.

Jurisdictions vary widely in cost, processing time, tax treatment, and reputation. Some, like Malta and the UK Gambling Commission, carry premium credibility but demand substantial investment and lengthy approval processes. Others offer speed and affordability but may struggle with banking relationships.

Nevis is attempting to thread that needle by combining modern compliance standards with accessible pricing and fast processing.

Who Needs a Nevis Gaming License

NOGA issues two license categories. The B2C license covers consumer-facing operations including online casinos, sports betting platforms, poker rooms, lotteries, bingo sites, and esports betting. A single B2C license covers all these verticals, so you do not need separate approvals for each product line.

The B2B license applies to companies providing services to gambling operators. This includes software and platform providers, game studios, affiliate marketers, and payment or KYC solution providers. If you supply the infrastructure rather than operate the games directly, this is your category.

You can hold both licenses simultaneously if your business model requires it. Each license is issued separately with its own application and annual fee.

White-label arrangements require particular attention. Both the B2B provider and the B2C brand must hold valid NOGA licenses, and the agreement needs advance regulatory approval. Sublicensing is prohibited entirely under the Nevis framework.

Why Nevis Stands Out Among Offshore Gaming Jurisdictions

The tax structure is the headline advantage. Nevis imposes no tax on foreign-sourced income, no gross gaming revenue (GGR) tax on offshore operations, and no corporate, withholding, or capital gains taxes for non-resident entities.

NOGA targets eight to 12 weeks from complete application submission to license issuance. Compare that to Malta, where approval typically takes three to six months, or the UK, where the process can stretch even longer.

Cost competitiveness reinforces the appeal. The annual license fee is €28,000 for either B2C or B2B authorization. That fee includes two operational domains, with additional URLs available at €750 each up to a maximum of 40. There is no minimum share capital requirement.

Physical presence requirements are minimal. You need a registered office in Nevis and must appoint a Local Reporting Officer based on the island. Beyond that, no operational office or local employees are required.

The jurisdiction also supports cryptocurrency operations. You can accept Bitcoin, Ethereum, and other digital assets without regulatory ambiguity, provided you maintain compliant AML and KYC procedures.

NOGA maintains a public register of all licensees, which enhances transparency and helps establish credibility with potential partners and payment providers.

The Technical Requirements and Application Process

Obtaining a Nevis gaming license begins with company formation. You must register a Nevis International Business Company (IBC) or Limited Liability Company (LLC) through a licensed local agent. This typically takes one to two weeks.

You then contact NOGA with your Certificate of Incorporation and indicate whether you seek a B2C or B2B license. After verification, you pay the €28,000 application fee, which also serves as your first-year license fee. Payment unlocks access to NOGA’s online licensing portal.

The documentation requirements are extensive but standard for the industry. Corporate documents include your Certificate of Incorporation, Memorandum and Articles of Association, and Register of Directors and Shareholders.

Personal documentation covers certified passport copies, proof of address, police conduct reports, and bank and professional references for all directors, shareholders, beneficial owners, and ultimate beneficial owners.

Your business plan must outline company structure, target markets, product offerings, anticipated revenue, and your AML and responsible gaming policies. Technical documentation includes RNG certificates for game fairness, IT security assessments, and geo-blocking implementation plans.

NOGA conducts thorough due diligence on all key personnel through a “fit and proper” test examining financial history, reputation, and qualifications. The authority also reviews your AML and KYC procedures and financial records against international standards.

Upon approval, NOGA issues your license electronically and adds your company to the public register. You receive an official certificate and website seal confirming your licensed status.

Restricted Markets and Compliance Obligations

Licensees must geo-block users from prohibited jurisdictions. The current list includes Australia, Austria, France, Germany, the Netherlands, Spain, the United Kingdom, the United States, and Saint Kitts and Nevis itself. All FATF-blacklisted and sanctioned countries are also restricted.

Ongoing compliance requires annual license renewal, submitted at least 30 days before expiry with updated financial statements and compliance reports. You must report ownership changes, director appointments, or operational modifications to NOGA immediately. Record-keeping obligations mandate secure storage of customer identification and transaction data for regulatory review.

How Nevis Compares Globally

Malta remains the gold standard for European market access and regulatory prestige. Annual fees start at €25,000 and scale with revenue, processing takes three to six months, and a 5% GGR tax applies only to revenue from Malta-based players. Foreign player revenue is exempt from gaming tax. The compliance burden is substantial.

Curaçao completed a major regulatory overhaul in late 2024 with its new LOK framework. Annual B2C fees now run approximately €47,450, processing takes roughly 16 weeks across two phases, and the jurisdiction applies a 2% corporate tax rate. The reforms have tightened compliance requirements while enhancing Curaçao’s international credibility.

The Isle of Man offers zero corporate tax and strong reputation but demands higher investment and longer timelines. Gibraltar provides prestige and favorable tax treatment but maintains a selective licensing approach.

Nevis positions itself between these poles. It offers compliance standards modeled on tier-one jurisdictions, tax treatment comparable to the most favorable offshore options, and processing times that undercut most established alternatives.

Pairing a Gaming License With Saint Kitts and Nevis Citizenship

The Federation of Saint Kitts and Nevis operates the world’s oldest citizenship by investment program, established in 1984. For iGaming entrepreneurs, combining a Nevis gaming license with federation citizenship creates a compelling structure.

With citizenship by investment program, investors are given the opportunity to establish a genuine ties to the jurisdiction where gaming operation is licensed. The federation’s territorial tax system means foreign-sourced income remains untaxed at the personal level as well.

Saint Kitts and Nevis is introducing physical residency requirements for CBI applicants beginning in 2026, emphasizing genuine connection to the federation. Implementation details are pending regulatory publication, however the direction is clear: citizenship will require structured physical presence and meaningful economic engagement rather than passive financial contribution alone.

A gaming operation provides exactly the kind of substantive economic activity that aligns with this new framework.

The Optimal Choice

The Nevis gaming license represents a calculated bet by a small Caribbean island seeking economic diversification beyond tourism. The framework is new, which means you are dealing with a regulator still establishing its track record.

That novelty cuts both ways. Early entrants face less competition for regulatory attention and can help shape how NOGA develops its supervisory approach. They also accept the risk that banking relationships and payment processor acceptance may take time to mature.
